เมื่อปรากฏว่าสถาบันอุดมศึกษาเอกชนใดไม่ดำเนินการในสิ่งที่จำเป็นต่อการจัดการศึกษาตามโครงการที่ได้รับใบอนุญาตภายในกำหนดหนึ่งปีนับแต่วันที่ได้รับใบอนุญาต ให้รัฐมนตรีโดยคำแนะนำของคณะกรรมการเพิกถอนใบอนุญาตนั้น
