หมวด ๓ หนี้ที่รัฐบาลค้ำประกัน

ในปีงบประมาณหนึ่งกระทรวงการคลังจะค้ำประกันได้ไม่เกินร้อยละยี่สิบของงบประมาณรายจ่ายประจำปีที่ใช้บังคับอยู่ในขณะนั้นและงบประมาณรายจ่ายเพิ่มเติม
