ภาค ๗ อภัยโทษ เปลี่ยนโทษหนักเป็นเบาและลดโทษ
ในกรณีที่ไม่มีผู้ใดถวายเรื่องราว ถ้ารัฐมนตรีว่าการกระทรวงยุติธรรมเห็นเป็นการสมควรจะถวายคำแนะนำต่อพระมหากษัตริย์ขอให้พระราชทานอภัยโทษแก่ผู้ต้องคำพิพากษานั้นก็ได้
