ส่วนที่ ๔ บทที่ใช้แก่สภาทั้งสอง

สภาผู้แทนราษฎรและวุฒิสภาแต่ละสภา มีประธานสภาคนหนึ่งและรองประธานสภาคนหนึ่งหรือสองคน ซึ่งพระมหากษัตริย์ทรงแต่งตั้งจากสมาชิกแห่งสภานั้น ๆ ตามมติของสภา ในระหว่างการดำรงตำแหน่ง ประธานและรองประธานสภาผู้แทนราษฎรจะเป็นกรรมการบริหารหรือดำรงตำแหน่งใดในพรรคการเมืองขณะเดียวกันมิได้
