ให้ผู้ว่าการตรวจเงินแผ่นดินมีความเป็นอิสระในการปฏิบัติหน้าที่โดยรับผิดชอบต่อคณะกรรมการตรวจเงินแผ่นดิน และเป็นผู้บังคับบัญชาสูงสุดของหน่วยธุรการของคณะกรรมการตรวจเงินแผ่นดิน วาระการดำรงตำแหน่ง การพ้นจากตำแหน่ง และการปฏิบัติหน้าที่ของผู้ว่าการตรวจเงินแผ่นดิน ให้เป็นไปตามพระราชบัญญัติประกอบรัฐธรรมนูญว่าด้วยการตรวจเงินแผ่นดิน
