หมวด ๒ หนังสือพิมพ์
(๑) มีอายุไม่ต่ำกว่ายี่สิบปีบริบูรณ์
(๒) มีสัญชาติไทย
(๓) มีถิ่นที่อยู่ประจำในราชอาณาจักร
(๔) ไม่เป็นคนไร้ความสามารถหรือคนเสมือนไร้ความสามารถ
(๕) ไม่เคยต้องโทษตามคำพิพากษาถึงที่สุดให้จำคุก เว้นแต่พ้นโทษมาแล้วไม่น้อยกว่าสามปีหรือเป็นความผิดโดยประมาท หรือความผิดลหุโทษ
