หมวด ๑๐ การร้องทุกข์

ข้าราชการพลเรือนสามัญผู้ใดมีความคับข้องใจอันเกิดจากการปฏิบัติหรือไม่ปฏิบัติต่อตนของผู้บังคับบัญชา และเป็นกรณีที่ไม่อาจอุทธรณ์ตามหมวด ๙ การอุทธรณ์ ได้ ผู้นั้นมีสิทธิร้องทุกข์ได้ตามหลักเกณฑ์และวิธีการที่กำหนดไว้ในหมวดนี้
