ผู้บังคับบัญชาต้องปฏิบัติตนต่อผู้อยู่ใต้บังคับบัญชาอย่างมีคุณธรรมและเที่ยงธรรมและเสริมสร้างแรงจูงใจให้ผู้อยู่ใต้บังคับบัญชาดำรงตนเป็นข้าราชการที่ดี
