หมวด ๓ การกำหนดและการใช้มาตรการปกป้อง

มิให้นำมาตรการปกป้องมาบังคับใช้กับสินค้าที่มีแหล่งกำเนิดจากประเทศกำลังพัฒนา หากส่วนแบ่งการนำเข้าสินค้าจากประเทศนั้นไม่เกินร้อยละสามของปริมาณการนำเข้ารวมของสินค้านั้น แต่ทั้งนี้สินค้าที่นำเข้าจากประเทศกำลังพัฒนาที่มีส่วนแบ่งการนำเข้าน้อยกว่าร้อยละสามทั้งหลายนั้น รวมกันแล้วต้องมีปริมาณไม่เกินร้อยละเก้าของปริมาณการนำเข้ารวมของสินค้านั้น
