สมาคมนายจ้างตั้งแต่สองสมาคมขึ้นไปที่มีสมาชิกประกอบกิจการประเภทเดียวกัน อาจรวมกันจดทะเบียนจัดตั้งเป็นสหพันธ์นายจ้างเพื่อส่งเสริมความสัมพันธ์อันดีระหว่างสมาคมนายจ้างและคุ้มครองผลประโยชน์ของสมาคมนายจ้างและนายจ้างได้
