ให้ประธานกรรมการและกรรมการ กทพ. ตามประกาศของคณะปฏิวัติ ฉบับที่ ๒๙๐ ลงวันที่ ๒๗ พฤศจิกายน พ.ศ. ๒๕๑๕ ซึ่งดำรงตำแหน่งอยู่ในวันที่พระราชบัญญัตินี้ใช้บังคับ เป็นประธานกรรมการหรือกรรมการของ กทพ. แล้วแต่กรณี ตามพระราชบัญญัตินี้ต่อไปตามวาระที่เหลืออยู่ และให้ถือว่าวาระดังกล่าวเป็นวาระการดำรงตำแหน่งวาระแรกตามพระราชบัญญัตินี้
