หมวด ๑ การจัดตั้ง ทุน และทุนสำรอง
(๑) สร้างหรือจัดให้มีทางพิเศษด้วยวิธีใด ๆ ตลอดจนบำรุงและรักษาทางพิเศษ
(๒) ดำเนินงานหรือธุรกิจเกี่ยวกับทางพิเศษ และธุรกิจอื่นที่เกี่ยวเนื่องกับทางพิเศษ หรือที่เป็นประโยชน์แก่ กทพ.
