หมวด ๑ การจัดตั้งและเงินทุน

ให้ผู้มีหน้าที่เสียภาษีตามกฎหมายว่าด้วยสุราและกฎหมายว่าด้วยยาสูบ มีหน้าที่ส่งเงินบำรุงองค์การตามอัตราที่กำหนดตามมาตรา ๑๒ วรรคหนึ่ง พร้อมกับการชำระภาษีตามระเบียบที่รัฐมนตรีว่าการกระทรวงการคลังกำหนด
