ส่วนที่ ๑ บททั่วไป
(๑) เมื่อมีสนธิสัญญาส่งผู้ร้ายข้ามแดนระหว่างประเทศไทยกับประเทศผู้ร้องขอกำหนดไว้
(๒) บุคคลนั้นยินยอมให้ส่งข้ามแดน หรือ (๓) เป็นการส่งผู้ร้ายข้ามแดนภายใต้เงื่อนไขต่างตอบแทนที่ประเทศไทยทำกับประเทศผู้ร้องขอ
