ให้นายกรัฐมนตรีรักษาการตามพระราชบัญญัตินี้ และให้มีอำนาจแต่งตั้งพนักงานเจ้าหน้าที่และออกกฎกระทรวงเพื่อปฏิบัติการตามพระราชบัญญัตินี้ พนักงานเจ้าหน้าที่อาจมอบหมายเจ้าพนักงานท้องถิ่นให้ปฏิบัติการตามพระราชบัญญัตินี้ได้ กฎกระทรวงนั้น เมื่อประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
