ข้าราชการหรือลูกจ้างของส่วนราชการใด ประสงค์จะไปปฏิบัติงานเป็นพนักงานหรือลูกจ้างของสถาบัน ให้แสดงความจำนงเป็นหนังสือต่อเลขาธิการ และจะต้องผ่านการคัดเลือกและประเมินผลตามหลักเกณฑ์ที่ กพฉ. กำหนด ภายในสองปีนับแต่พระราชบัญญัตินี้ใช้บังคับ
