(๑) ตาย
(๒) ลาออก
(๓) รัฐมนตรีว่าการกระทรวงมหาดไทยให้ออกเพราะบกพร่องหรือไม่สุจริตต่อหน้าที่มีความประพฤติเสื่อมเสีย หรือหย่อนความสามารถ
(๔) ขาดคุณสมบัติหรือมีลักษณะต้องห้ามตามมาตรา ๑๗
