ให้สภาเกษตรกรแห่งชาติมีอำนาจหน้าที่ติดตามและตรวจสอบการปฏิบัติงานตามแผนแม่บท พร้อมทั้งรายงานปัญหาและอุปสรรคที่ไม่อาจดำเนินการตามแผนแม่บท และเสนอแนวทางการแก้ไขปัญหาดังกล่าวให้นายกรัฐมนตรีพิจารณา
