ให้รัฐมนตรีว่าการกระทรวงมหาดไทยและรัฐมนตรีว่าการกระทรวงการต่างประเทศมีหน้าที่รักษาการเท่าที่เกี่ยวกับกระทรวงนั้น ๆ ให้การเป็นไปตามพระราชบัญญัตินี้ และให้มีอำนาจออกกฎกระทรวงเพื่อการนั้น และกำหนดอัตราค่าธรรมเนียมที่จะเรียก กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้ว ให้ใช้บังคับได้
