หมวด ๑ บททั่วไป
(๑) ข้าราชการรัฐสภาสามัญ ได้แก่ ข้าราชการรัฐสภาซึ่งรับราชการโดยได้รับบรรจุและแต่งตั้งตามที่บัญญัติไว้ในหมวด ๓ (๒) ข้าราชการรัฐสภาฝ่ายการเมือง ได้แก่ ข้าราชการรัฐสภาซึ่งรับราชการในตำแหน่งการเมืองของรัฐสภาตามที่บัญญัติไว้ในหมวด ๔
