ผู้ใดมีหน้าที่เสียอากร หรือขีดฆ่าแสตมป์ เพิกเฉยหรือปฏิเสธไม่เสียอากร หรือไม่ขีดฆ่าแสตมป์ ต้องระวางโทษปรับไม่เกินห้าร้อยบาท
