ให้เป็นที่เข้าใจว่า ตามพระราชบัญญัติสมุหมนตรีนี้เป็นแต่มีพระราชประสงค์ จะพระราชทานเครื่องหมายแก่ผู้ที่ไว้วางพระราชหฤทัยเท่านั้น เพราะฉะนั้น การที่จะทรงพระกรุณาโปรดเกล้าฯ ตั้งผู้ใด ๆ เป็นสมุหมนตรีนั้น ไม่เกี่ยวกับตำแหน่งหรือยศบรรดาศักดิ์อย่างใด ๆ จะทรงพระกรุณาโปรดเกล้าฯ ตั้งได้ทุกชั้นบุคคลตามพระราชอัธยาศัย
