หมวดที่ ๓ ว่าด้วยลักษณะปกครองหมู่บ้าน

หมู่บ้านที่จัดขึ้นชั่วคราวนี้ ให้รวมอยู่ในกำนันนายตำบลซึ่งได้ว่ากล่าวท้องที่นั้นแต่เดิม เว้นไว้แต่ถ้าท้องที่เป็นท้องที่ป่าเปลี่ยวห่างไกลจากกำนัน เมื่อมีจำนวนคนที่ไปตั้งอยู่มาก ผู้ว่าราชการเมืองเห็นจำเป็นจะต้องมีกำนันขึ้นต่างหาก ก็ให้เลือกและตั้งว่าที่กำนันได้โดยทำนองตั้งว่าที่ผู้ใหญ่บ้านตามที่ได้กล่าวมาแล้ว
