ให้ผู้ซึ่งประกอบกิจการหอพักโดยไม่ได้รับใบอนุญาตอยู่ในวันที่พระราชบัญญัตินี้ใช้บังคับ ดำเนินการยื่นคำขอรับใบอนุญาตประกอบกิจการหอพักภายในสามสิบวันนับแต่วันที่พระราชบัญญัตินี้ใช้บังคับ เมื่อได้ยื่นคำขอรับใบอนุญาตแล้ว ให้ประกอบกิจการหอพักต่อไปได้จนกว่าจะได้รับแจ้งคำสั่งไม่ออกใบอนุญาตจากนายทะเบียน
