ให้ กยท. วางและรักษาไว้ซึ่งระบบการบัญชีตามมาตรฐานการบัญชีที่รับรองทั่วไปแยกตามประเภทงานส่วนที่สำคัญ มีการลงรายการรับและจ่ายเงิน สินทรัพย์และหนี้สินซึ่งแสดงกิจการที่เป็นอยู่จริงและตามที่ควรตามประเภทงาน พร้อมด้วยข้อความอันเป็นที่มาของรายการดังกล่าว และให้มีการตรวจสอบบัญชีภายในเป็นประจำ
