ให้เจ้าของเรือจัดให้มีบริการ และสิ่งอำนวยความสะดวกที่ได้มาตรฐาน เหมาะสมจำเป็น และเพียงพอแก่คนประจำเรือ ทั้งนี้ ให้เป็นไปตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่อธิบดีกรมเจ้าท่าประกาศกำหนด
