พระราชบัญญัตินี้ให้ใช้บังคับเมื่อพ้นกำหนดสองร้อยสี่สิบวันนับแต่วันประกาศในราชกิจจานุเบกษาเป็นต้นไป เว้นแต่มาตรา ๓ มาตรา ๔ มาตรา ๑๕ มาตรา ๕๔ มาตรา ๕๕ มาตรา ๕๖ มาตรา ๕๗ มาตรา ๕๘ และมาตรา ๕๙ ให้ใช้บังคับตั้งแต่วันถัดจากวันประกาศในราชกิจจานุเบกษาเป็นต้นไป
