ผู้ใดทำการเพาะเลี้ยงสัตว์น้ำในที่จับสัตว์น้ำซึ่งเป็นสาธารณสมบัติของแผ่นดินอยู่ในวันก่อนวันที่พระราชกำหนดนี้ใช้บังคับ ให้ยื่นคำขอรับใบอนุญาตตามพระราชกำหนดนี้ภายในหนึ่งร้อยแปดสิบวันนับแต่วันที่พระราชกำหนดนี้ใช้บังคับ และเมื่อได้ยื่นคำขอแล้วให้ทำการเพาะเลี้ยงสัตว์น้ำต่อไปได้จนกว่าจะได้รับแจ้งคำสั่งไม่อนุญาต
