ส่วนที่ ๑ การควบคุมและเฝ้าระวัง

ห้ามมิให้ผู้ใดใช้เรือประมงขนถ่ายสัตว์น้ำ เว้นแต่จะได้จดทะเบียนเป็นเรือขนถ่ายสัตว์น้ำ ให้นำบทบัญญัติมาตรา ๓๙ มาใช้บังคับแก่การจดทะเบียนเรือขนถ่ายสัตว์น้ำด้วยโดยอนุโลม
