หมวดที่ ๔ ว่าด้วยความปราศภัยแห่งประชาชน

อาณาบาลรถไฟซึ่งผู้บัญชาการได้ตั้งขึ้นนั้นมีอำนาจและหน้าที่อย่างเดียวกันกับที่บัญญัติไว้ในส่วนที่ ๑ แห่งพระราชบัญญัตินี้ ว่าด้วยจัดวางการทั่วไป ในขณะที่อาณาบาลรถไฟไม่ได้อยู่ประจำการนั้น ให้นายสถานีและพนักงานกำกับรถไฟของผู้รับอนุญาตหรือผู้แทน เมื่อกระทำการตามหน้าที่นั้น มีอำนาจและหน้าที่อย่างเดียวกันกับอาณาบาลรถไฟทุกประการ
