ส่วนที่ ๒ ว่าด้วยการจัดหาซื้อที่ดิน

เมื่อการสร้างทางรถไฟและเครื่องประกอบทางรถไฟกระทำให้ทรัพย์ซึ่งเหลือจากที่จัดซื้อนั้นมีราคาสูงขึ้นเป็นพิเศษในขณะนั้น ท่านให้เอาจำนวนราคาทรัพย์ที่ได้ทวีราคาสูงขึ้นนี้หักทอนออกจากจำนวนเงินค่าทำขวัญ แต่ทั้งนี้อย่าให้ถือว่าราคาทรัพย์ที่ได้ทวีขึ้นนั้นสูงไปกว่าจำนวนเงินค่าทำขวัญ เพื่อให้ผู้เป็นเจ้าของทรัพย์กลับต้องใช้เงินให้อีกเลย
