ส่วนที่ ๔ ว่าด้วยการบรรทุกส่ง

ใบเบิกทางซึ่งออกให้ผู้หนึ่งผู้ใดโดยสารรถไฟโดยไม่ต้องเสียค่าโดยสารตลอดกาลหรือชั่วเที่ยวหนึ่งเป็นพิเศษนั้น ผู้บัญชาการรถไฟแผ่นดินหรือผู้แทนจะต้องลงชื่อกำกับไว้จึงจะใช้ได้ มิฉะนั้นอย่าให้ถือว่าใบเบิกทางนั้นใช้ได้เลย
