ส่วนที่ ๕ ว่าด้วยความปราศภัยแห่งประชาชน

ผู้ใดมิได้รับอนุญาตอันชอบด้วยกฎหมาย บังอาจขุดขนดิน ทราย ศิลา หญ้า ต้นไม้หรือสิ่งใด ๆ ไปจากมูลดิน คู สะพาน ทางระบายน้ำ กำแพงเขื่อน หรือทางถาวรของรถไฟ หรือภายในบริเวณรถไฟ ท่านว่ามันมีความผิดฐานลหุโทษ ต้องระวางโทษชั้น ๓
