ห้ามมิให้ผู้ใดเปลี่ยนแปลงภาชนะบรรจุสุราเพื่อการค้า เว้นแต่เป็นผู้ได้รับใบอนุญาตให้ผลิตสุรา หรือเป็นผู้ได้รับใบอนุญาตขายสุราประเภทที่ ๒ เฉพาะกรณีผู้ซื้อได้ร้องขอให้เปลี่ยนแปลงภาชนะบรรจุสุราเพื่อดื่มในขณะนั้น
