ของที่เก็บในคลังสินค้าทัณฑ์บนหนึ่งจะย้ายไปเก็บไว้ในคลังสินค้าทัณฑ์บนอื่นหรือของที่เก็บในโรงพักสินค้าหรือที่มั่นคงหนึ่งจะย้ายไปเก็บไว้ในโรงพักสินค้าหรือที่มั่นคงอื่นก็ได้ โดยให้เป็นไปตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่อธิบดีประกาศกำหนด
