ผู้ใดนอกจากนายเรือ ลูกเรือ ผู้โดยสาร และผู้มีหน้าที่ต้องปฏิบัติบนเรือขึ้นไปบนเรือเดินต่างประเทศขณะที่อยู่ในราชอาณาจักร โดยมิได้รับอนุญาตจากพนักงานศุลกากร ต้องระวางโทษปรับไม่เกินห้าหมื่นบาท
