ส่วนที่ ๑ การนำของเข้าและการส่งของออกทางทะเล

เรือทุกลำเว้นแต่เรือของทางราชการที่จะออกจากท่าต้องชักธงลาขึ้นที่เสาหน้าไว้จนกว่าเรือจะออก ถ้าเรือจะออกเวลาบ่ายให้ชักธงลาขึ้นไว้แต่เช้า ถ้าเรือจะออกเวลาเช้าให้ชักธงลาขึ้นไว้ตั้งแต่บ่ายวันก่อน
