(๑) ตาย
(๒) ลาออก
(๓) รัฐมนตรีมีคำสั่งให้ออก เพราะบกพร่อง มีความประพฤติเสื่อมเสีย ไม่สุจริตต่อหน้าที่ หรือหย่อนความสามารถ
(๔) ขาดคุณสมบัติหรือมีลักษณะต้องห้ามตามมาตรา ๖
