(๑) ตาย
(๒) ลาออก
(๓) ขาดคุณสมบัติตามมาตรา ๑๔ วรรคสาม (๔) ดำเนินการตามมาตรา ๑๑ ไม่แล้วเสร็จภายในกำหนดเวลา
(๕) คณะรัฐมนตรีมีมติให้ออก เพราะบกพร่องต่อหน้าที่ มีความประพฤติเสื่อมเสียหรือหย่อนความสามารถ
