หมวด ๔ วิธีร้องทุกข์

ห้ามมิให้ร้องทุกข์ในเวลาที่ตนกำลังเข้าแถว หรือในขณะที่กำลังทำหน้าที่ราชการอย่างใดอย่างหนึ่ง เช่น เวลาเป็นยาม เป็นเวร ดังนี้เป็นต้น และห้ามมิให้ร้องทุกข์ก่อนเวลาล่วงไปแล้วยี่สิบสี่ชั่วโมง นับตั้งแต่ที่มีเหตุจะต้องร้องทุกข์เกิดขึ้น
