ในการเรียกเก็บค่าบำรุงพรรคการเมืองภายในสามปีนับแต่วันที่พระราชบัญญัติประกอบรัฐธรรมนูญนี้ใช้บังคับ พรรคการเมืองจะเรียกเก็บค่าบำรุงพรรคการเมืองต่ำกว่าอัตราที่กำหนดตามมาตรา ๑๕ (๑๕) ก็ได้ แต่ต้องไม่น้อยกว่าห้าสิบบาท
