ให้อธิบดีกรมสรรพากรออกหลักเกณฑ์ วิธีการ และเงื่อนไขตามมาตรา ๖๙ วรรคหนึ่ง และกำหนดวิธีการหักค่าลดหย่อนตามมาตรา ๗๐ วรรคสอง ให้แล้วเสร็จภายในหนึ่งปีนับแต่วันที่พระราชบัญญัติประกอบรัฐธรรมนูญนี้ใช้บังคับ
