เจ้าของเรือต้องกำหนดมาตรการเพื่อความปลอดภัยในการทำงานบนเรือตามประมวลข้อบังคับการบริหารจัดการเพื่อความปลอดภัย (International Safety Management Code) ขององค์การทางทะเลระหว่างประเทศ (International Maritime Organization : IMO) เพื่อป้องกันอุบัติเหตุจากการทำงาน การบาดเจ็บ และโรคที่เกิดจากการทำงาน
