การตรวจเงินแผ่นดินต้องกระทำด้วยความสุจริต รอบคอบ โปร่งใส เที่ยงธรรม กล้าหาญ ปราศจากอคติ และเป็นไปตามหลักธรรมาภิบาล โดยให้เป็นไปตามกฎหมายประกอบรัฐธรรมนูญว่าด้วยการตรวจเงินแผ่นดิน ในกรณีมีการกระทำผิดวินัยการเงินการคลังของรัฐตามที่กำหนดไว้ในพระราชบัญญัตินี้ การสั่งลงโทษทางปกครองให้เป็นไปตามกฎหมายประกอบรัฐธรรมนูญว่าด้วยการตรวจเงินแผ่นดิน
