เพื่อประโยชน์ในการบริหารงบประมาณรายจ่าย ให้หน่วยรับงบประมาณจัดทำแผนการปฏิบัติงานและแผนการใช้จ่ายงบประมาณตามกฎหมายว่าด้วยงบประมาณรายจ่ายเสนอต่อผู้อำนวยการตามระเบียบที่ผู้อำนวยการกำหนด
