ให้รัฐมนตรี รัฐมนตรีเจ้าสังกัด หรือรัฐมนตรีซึ่งกฎหมายกำหนดให้มีหน้าที่กำกับหรือควบคุมกิจการของหน่วยรับงบประมาณ หรือรัฐมนตรีผู้รักษาการตามกฎหมาย ผู้อำนวยการ และหัวหน้าหน่วยรับงบประมาณควบคุมการใช้จ่ายงบประมาณให้เป็นไปอย่างโปร่งใสและตรวจสอบได้ และให้มีการติดตาม ตรวจสอบ และประเมินผลการดำเนินงานเพื่อให้การใช้จ่ายงบประมาณเกิดผลสัมฤทธิ์สูงสุด
