การจัดสรรน้ำของประเทศพึงคำนึงถึงน้ำเพื่อการอุปโภคบริโภค การรักษาระบบนิเวศ จารีตประเพณี การบรรเทาสาธารณภัย การคมนาคม เกษตรกรรม อุตสาหกรรม พาณิชยกรรม และการท่องเที่ยว ทั้งนี้ การจัดลำดับความสำคัญให้เป็นไปตามที่ กนช. กำหนด
