ในการพิจารณาออกใบอนุญาตการใช้น้ำประเภทที่สองและประเภทที่สามให้แก่ผู้ขอรับใบอนุญาต ให้คำนึงถึงความสมดุลของน้ำในทรัพยากรน้ำสาธารณะ รวมทั้งลุ่มน้ำที่เกี่ยวข้องเพื่อมิให้ส่งผลกระทบต่อภาพรวมความสมดุลของลุ่มน้ำ
