การลดภาษีสำหรับที่ดินหรือสิ่งปลูกสร้างบางประเภท เพื่อให้เหมาะสมกับสภาพความจำเป็นทางเศรษฐกิจ สังคม เหตุการณ์ กิจการ หรือสภาพแห่งท้องที่ ให้กระทำได้โดยตราเป็นพระราชกฤษฎีกา แต่ต้องไม่เกินร้อยละเก้าสิบของจำนวนภาษีที่จะต้องเสีย
