ในการเล่นอื่นใดนอกจากที่กล่าวในมาตรา ๔ จะพนันกันหรือจะจัดให้มีเพื่อให้พนันกันได้เฉพาะการเล่นที่ระบุชื่อและเงื่อนไขไว้ในกฎกระทรวง คำว่า “การเล่น” ในวรรคก่อน ให้หมายความรวมตลอดถึงการทายและการทำนายด้วย
